Attacks Grow Shrill Over Biden's Remarks

Despite meaty issues on deck such as the future of Medicare and Social Security, the presidential campaigns and their surrogates used Sunday?s talk shows for another round of thrust and parry over Vice President Joe Biden?s controversial remarks this week, with the tone of some attacks growing ever more shrill.

At the core of the arguments were the ?back in chains? comments Biden made on Tuesday, when he spoke before a diverse audience in Virginia. Biden said that Romney wanted to repeal the regulations imposed on Wall Street in the wake of the financial crisis.

?He?s going to let the big banks once again write their own rules ? unchain Wall Street!? Biden said, adding, ?They?re going to put y'all back in chains.?

Republicans pounced on the remark in much the same manner as they did with Obama's "You didn't build this" reference about businesses requiring some indirect forms of government help. They said the vice president's comments?made before an audience that included many African Americans?conjured up unfair racial stereotypes.

Despite several calls for an apology?including one from The Boston Globe?s editorial page?the Obama campaign said on Sunday that there would be none forthcoming. Deputy Campaign Manager Stephanie Cutter said Biden?s words were ?a distraction from the larger argument? about deregulation, adding that Mitt Romney had made comments that were offensive to Obama supporters in the past, such as ?calling the president un-American.?

?We are not going to be lectured by Mitt Romney,? she said on CNN?s State of the Union. ?That?s completely hypocritical.?

Several Democrats defended the campaign, with Democratic Gov. Martin O?Malley?who has become an increasingly visible attack dog for his party?perhaps the most artful. ?Governor Romney?s the sort of guy ... that you?d never want to play pickup basketball with,? O?Malley said on NBC?s Meet the Press. ?He?s always fouling and he?s always crying foul.?

Meanwhile, a posse of Republican surrogates all but lined up to attack Biden?s comments.

"I saw the vice president play the race card in Virginia,? said former Republican presidential candidate Rick Santorum on CNN?s State of the Union. He called on Biden to apologize.

Perhaps most vicious was former New York Mayor Rudy Giuliani, who earlier in the week questioned whether Biden had the ?mental capacity? to serve as vice president and took his arguments further on Sunday.

?Joe is a laugh line on Jay Leno, he?s not a vice president,? Giuliani said on NBC?s Meet the Press. ?He?s a joke. You never know what he?s going to say.?

Sen. Dick Durbin, D-Ill., said on CBS?s Face the Nation that Giuliani?s criticism had ?gone too far? and that there ?isn't a racist bone in Joe Biden?s body.? He said there was no need for Biden to apologize.

In fact, several Democrats pointed to Giuliani?s introduction of Sarah Palin at the GOP convention in 2008, noting that criticizing Biden and praising Palin was inconsistent at best.

?If he wants to criticize the capacity of a vice president to take hold of this country, he should go back and look at those remarks and whether he still believes that they're true,? Cutter said on ABC?s This Week.

Romney wants his risky pick to play it safe

GLEN ALLEN, Va. (AP) ? Republican presidential contender Mitt Romney wants running mate Paul Ryan to play it safe.

The nation's most controversial budget architect, Ryan is often described as the intellectual leader of the House Republican caucus. But Romney's Boston headquarters ? so far, at least ? seems to prefer that the 42-year-old father of three talks about camping and milking cows instead of the transformational budget proposals that made him a conservative hero.

Ryan, who wrote a plan to overhaul Medicare as chairman of the House Budget Committee, did not use the word "Medicare" with voters over the first four days on the campaign trail. When he finally touched on the health care insurance program for seniors, he did so only in broad strokes after Romney himself first outlined the campaign's talking points.

"We will not duck the tough issues," Ryan declared in Virginia on Friday. "We will lead."

But Ryan has been directed to avoid taking questions from reporters who travel with his campaign and to agree only to a handful of carefully selected interviews. He is known for sketching budget graphs on napkins to explain his ideas, but this week it was Romney who used a white board during a news conference to help detail his own plan ? and he says it's virtually identical to Ryan's.

"I'm joining the Romney ticket," Ryan told an Ohio television station this week. "It's not the other way around. So I'm supporting the Mitt Romney plan."

Some of the Republican Party's most passionate voters see it a different way. Reluctant to support Romney during the GOP primary, they favor Ryan ? and his ideas ? more than the former Massachusetts governor who will lead the party's presidential ticket.

Romney hopes that Ryan's conservative credentials ? and his boyish enthusiasm ? will help him solidify support from the base of his party and close the "likeability gap" with President Barack Obama, who remains relatively popular in spite of the nation's struggling economy.

Yet Romney does not want Ryan's plans to overshadow his own candidacy. Advisers suggest that Ryan's role will change over time. He is eager to do more, and a week after his selection became official, there are already signs that he's beginning to play a more active role.

The congressman visits a retirement village in Florida on Saturday, where he was expected to help reassure nervous seniors that his plans are designed to save Medicare, not end it. Still, Romney's campaign managers want him to proceed with caution.

Romney's team remembers well the problems caused by running mates who may have been trusted prematurely to play a prominent role in a presidential race ? Alaska Gov. Sarah Palin in 2008 and Sen. Dan Quayle in 1988, among them.

The Republican presidential campaign has gone to great lengths to remind voters that Romney's way rules.

Before Ryan first addressed Medicare in Ohio this week, large signs were placed in front of and behind the podium reading, "The Romney Plan." After spending his first two days on the campaign trail with Romney, Ryan will be at his side again next week for at least one campaign appearance.

The pair ? dubbed "America's Comeback Team" in Romney's campaign signs ? is scheduled to appear together in New Hampshire's largest city on Monday, the first of what may be multiple joint appearances in the coming days.

When they are together, the gregarious Ryan helps Romney shed his sometimes wooden image. And they seem to draw larger crowds together than Romney does on his own.

Just don't expect Ryan to start charting his Medicare plans on stage. His proposal to turn the guaranteed health care program for people 65 and over into a voucher-like system creates significant political challenges for the Romney-Ryan ticket ? and for Republicans across the country. Many seniors don't fully understand the proposal. And Obama's re-election campaign is aggressively condemning the plan as something that would "end Medicare as we know it."

That's largely why Romney is easing Ryan into the debate. While Ryan explained his complicated plans at length during dozens of Medicare town hall-style meetings before becoming Romney's running mate, those kinds of meetings are likely over ? considered too politically dangerous to continue.

Instead, Ryan is being encouraged to discuss his young children, his working-class background and his love of the outdoors as the American people get to know him.

"Let's play stump the running mate later. Right now I want to enjoy the fair," Ryan said when asked about Medicare at the Iowa State Fair.

"We do cow-milking contests in Wisconsin," he continued. "I usually lose to a 17-year-old woman who grew up on a dairy farm, who's wearing like a sash and tiara."

Despite the cautious approach, Romney's advisers are expecting Ryan to stumble at times early on as his record faces unprecedented scrutiny. Already, some concerns have popped up.

He reversed course on Thursday and acknowledged lobbying the government for stimulus money after twice denying he had done so. The admission came only after the release of letters ? with his signature ? asking for millions of the program's dollars on behalf of two companies in his home state.

And while he has tried to avoid diving into the specifics of his Medicare plan, a reporter pushed him to explain an apparent contradiction during an impromptu lunch meeting in Ohio.

In the interview, Ryan said he never would have included a $700 billion Medicare cut in his budget if Obama hadn't done it first.

"He put those cuts there," Ryan said of the president. "We would never have done it in the first place."

The defense represented a deviation from the Romney campaign's talking points and overshadowed what was supposed to be a made-for-TV stop at local hotdog restaurant.

Google is expanding its Street View offerings to include dozens of 360-degree photo tours of ancient Mexican monuments such as Teotihuacan, Chichen Itza and Palenque.

The additions are aimed at helping Mexico "open a window to the world, to encourage physical visits to the pre-Hispanic sites and thus in turn benefit cultural tourism," Miguel Angel Alva, director of marketing for Google Mexico, said this week in an announcement from Mexico's National Institute of Anthropology and History, or INAH.


Google collected the all-around views by having riders pedal camera-equipped tricycles around the Mexican sites, with INAH's cooperation. INAH said the photo project started two years ago. Thirty sites have been added to Google Street View so far, with the aim of having more than 80 sites online by the end of the year. Eventually, all 189 of the archaeological sites under INAH's custody will be cataloged, the institute said.

The virtual tours highlight some of Mexico's best-known monuments:

  • Chichen Itza's El Castillo, also known as the Temple of Kukulkan, a Maya pyramid built more than a millennium ago. Some researchers say the temple's staircase was designed to create a "feathered serpent" shadow during the spring and autumn equinoxes, and can also produce?quetzal-bird echoes?when you clap your hands at just the right spot.
  • Teotihuacan, the monumental city that was founded by a mysterious pre-Aztec culture and reached its height somewhere between 100 B.C. and the year 750.
  • Tulum, a Maya walled city on the Yucatan Peninsula's Caribbean coast that dates back to the 13th century and was still occupied when the Spanish arrived in the early 16th century. Today the well-preserved ruins are the middle of a modern-day resort area.
  • Palenque, an important Maya site in the Mexican state of Chiapas that reached its peak in the 7th century. Last year, the remote-controlled exploration of a 1,500-year-old tomb at the Palenque site made headlines.?
  • Uxmal, a city that flourished during the Classic Maya period and is now a popular tourist attraction. Among its best-known ruins are the Pyramid of the Magician and the Governor's Palace.
